TALENT TAIWAN Launches Silicon Valley Branch to Connect Bay Area Professionals with Taiwan's Booming Tech Economy

PALO ALTO, Calif. — TALENT TAIWAN, Taiwan’s national level service office for attracting and supporting international professionals, chooses Silicon Valley as its first overseas outpost. The new branch extends the Taiwan government’s global talent gateway directly into the heart of the world’s leading hub for technology talent and venture capital. The opening ceremony will be held on Friday, September 25, 2026, in Palo Alto.
A National Mission to Make Taiwan a Home for Global Talent
Operated by the International Talent Taiwan Office under the National Development Council of Taiwan, TALENT TAIWAN launched in November 2023, expanding from the Taiwan Employment Gold Card Office. Today, it serves as a comprehensive one-stop service center dedicated to helping global professionals and their families relocate and settle successfully in Taiwan.
The mission is ambitious yet direct: make Taiwan a seamless second home for international talent. Through a bilingual help desk, TALENT TAIWAN provides visa and immigration guidance, legal and accounting consultations, community events, and support for housing information, banking, and school information for kids. Through its service hubs in Taipei, Taichung, and Kaohsiung, professionals from over 100 nationalities have been assisted.
A cornerstone of this effort is the Taiwan Employment Gold Card—a combined 3-year open work permit, resident visa, and re-entry permit. Unlike traditional work visas, the Gold Card is qualification-based and not tied to a single employer, giving holders the freedom to join a company, freelance, launch a startup, consult, or invest. There are no investment or residency obligations, however those who do stay in Taiwan for half the time over the 3 years are eligible to apply for permanent residency. As of July 2026, more than 17,000 Gold Cards have been issued.
Why This Matters for Taiwan
Taiwan's economy sits at the heart of the global technology supply chain, from advanced semiconductors and precision manufacturing, to AI hardware and advanced electronics, and that position is becoming constrained by talent, rather than capital. Facing rapid demographic shifts, Taiwan’s key industries are actively competing for top engineering and executive talent worldwide. Semiconductor sector job openings remain near record highs, with AI and advanced engineering listed as critical points of focus by the American Chamber of Commerce and other industry organizations in Taiwan.
International talent is therefore not a peripheral policy for Taiwan, but a core national and industrial strategy. Attracting experienced engineers, researchers, founders, and operators, and giving them a genuinely workable path to live and build in Taiwan, is essential to solidifying the island's position as an indispensable global technology powerhouse.
Why Silicon Valley
This branch will be TALENT TAIWAN’s first overseas outpost, and selecting Silicon Valley places TALENT TAIWAN where the conversation is already taking place. The Bay Area is home to a vibrant community of Taiwanese American professionals, elite engineering graduates, venture investors with Asia mandates, and executives at AI, cloud, and semiconductor firms whose careers naturally intersect with Taiwan. While engagement has historically occurred via remote channels and occasional delegations, a physical branch changes that and gives the program a local presence in the heart of the region's professional network, providing professionals firsthand information about the resources and opportunities Taiwan has to offer.

Attendees will meet the team behind the initiative, and learn about upcoming programs and options for living and working in Taiwan, including the Taiwan Employment Gold Card.
